For English version, see Peel 491. This broadside proclaimed the establishment of a provisional government. Two preliminary drafts were printed. Col. Dennis at Lower Fort Garry recorded in his diary for the evening of December 7 that Mr William Coldwell had arrived from Fort Garry with a copy of a draft: "Mr Caldwell [sic] said that he had been forced to print it, that the French were not satisfied to keep his press from him but in addition, forced him to work for them by threats of armed men, who were placed in possession."
