Associated with newspapers and railways in St Paul, Minnesota; reported on Rupert's Land to Minnesota Legislature, 1860, and to American Treasury Department, 1862; special agent of U.S. Treasury Department, 1859-1869; his discovery of plans for Fenian raid on Red River Settlement enabled authorities to disperse Fenians; appointed American consul at Winnipeg, 1870-1893; during rebellion of 1885 took steps to prevent American Natives from aiding Riel (Dictionary of American biography).
