Born in London; to Canada, 1832; appointed agent of Dominion lands, manager of Dominion government savings bank, and immigration agent, 1871; claimed he prevented a Métis rising at time of Fenian raid; acting inspector of provincial penitentiary, 1874-1877; speaker of Manitoba Legislature, 1879-1883 (Cochrane, The Canadian album; Robertson, A political manual of the province of Manitoba).
