MacDougall, William (1822-1905.)
1822-1905. Born and educated in Ontario; lawyer and founder of North American; elected to what became federal and provincial legislatures, 1858-1882; one of "Fathers of Confederation"; with Sir George Cartier sent to England to negotiate purchase of Rupert's Land, 1868; appointed Lieutenant-Governor of Rupert's Land and the North West Territories, but turned back at Pembina by Riel's followers, 1869; name sometimes spelled McDougall (Wallace, Dictionary of Canadian biography).
