Text in double columns. Printed July 21, 1870. English text, 29 lines; French text, 35 lines; common text, 1 line. According to Alexander Begg, this proclamation was issued and published by Riel and the printing superintended personally by him during the last night at the New Nation office. The proclamation assured the inhabitants that the purpose of the militia force was to "secure Her Majesty's sovereign authority…The strictest order and discipline will be maintained and private property will be carefully respected. All supplies furnished by the Inhabitants to the Troops will be duly paid for, should any one consider himself injured by an individual attached to the force, his grievence [sic] shall be promptly enquired into."
